Legal Notice of Proposed Updates to the Administrative Plan (Admin Plan) and Admission and Continued Occupancy Policy (ACOP)

Purpose of the Notice:

The Housing Authority City of Odessa, Texas (HACOOT) is proposing updates to its Administrative Plan (Admin Plan) and Admissions and Continued Occupancy Policy (ACOP).  These policies govern program eligibility, admissions, and occupancy within HACOOT in accordance with HUD regulations and local policy changes.

Summary of Proposed Updates:

The proposed updates include changes in the following areas:

• HOTMA (Housing Opportunity Through Modernization Act) - Updates to income calculations, asset limitations, and interim recertification policies.
• NSPIRE (National Standards for the Physical Inspection of Real Estate) - Implementation of new inspection and property standards for improved housing quality.
